PROGRAM GOAL AND INFORMATION
The State OES ACS program goal is two-fold
1. Assist each county develop a program of skilled communications volunteers to serve that government in emergencies; and also be a resource to other counties (Operational Areas) for mutual aid if needed.
2. Provide trained emergency communications personnel to the State OES Telecommunications Branch for deployment and use of field assets: (a) OES Communications Vans, Equipment Caches and Mobile Earth Stations (Satellite units); and fixed (b) State OES Emergency Operations Centers (SOCC and 3 REOC's); (c) Special Assignments.
State ACS program personnel may chose to qualify in an operational element of the program such the state OES ACS field units, the REOC ACS CommCenter units or special assignments and projects. In doing so we provide an example of how personnel can be utilized by local government, albeit on a different level.
State OES ACS personnel operate Federal and State Public Service Systems and well equipped Amateur Radio facilities. Systems are not limited to radio, microwave or satellite. While most state ACS personnel hold FCC Amateur Radio licenses, the service includes non-licensees with deep experience in other communication forms including the public switched telephone networks. .
Another activity is that of the region ACS Duty Officer. The trained ACSDO serves a 7 day on-call standby. When notified by the OES Telecommunications Duty Officer, their task is to schedule and provide qualified state OES ACS personnel for emergency response for an assigned mission, such as deploy OES assets to an incident command post for USFS, CDF or to other agencies including the FBI or DOJ.
