EMC202 State EMCOM Unit Funding 2/3 To: Emergency Communications Units - Information Bulletin To: Emergency Management Agencies via Internet and Radio By: Auxiliary Communications Service (ACS) of the California Governor's Office of Emergency Services EMC202 State EMCOM Unit Funding 2/3 For release 9/20/99 Funding was accomplished by use of a Budget Change Proposal (BCP) submitted through the administrative chain in the CA Governor's Office of Emergency Services (OES), the agency that is responsible for the ACS program. The BCP was supported by the new OES Director, Dallas Jones, appointed to that position in January by the newly elected Governor, Gray Davis. Government funding essentially 'goes by the book', so find out the exact procedure in your jurisdiction and follow it. Here is the general BCP layout we had to use. A. NATURE OF THE REQUEST - This is a request for funds to (1) replace unrepairable failed equipment; (2) enhance the service.......; (3) strengthen ability of...... spell out what the unit does, but BE BRIEF in this part. B. BACKGROUND-HISTORY - Detail unit history, purpose, support from OFFICIALS - Include reference to legislation that influences current needs. C. STATE (OR LOCAL AREA) LEVEL CONSIDERATIONS - State the risks to your state or local area - We included this: "in the mid l990's, for the first time, Computer Support was requested of the ACS, which was supplied by 3 teams with experience in computer installation, operation and setup. Today fully 80% of ACS activities are computer oriented." D. JUSTIFICATION - We outlined the threefold purposes of the State ACS program, which are education, training and operations. We said "Education includes familiarizing paid staff with the abilities of the unit, it's participants, an understanding of unit benefits, as well as well as educating unit participants." - Enumerate and clearly delineate all functions the unit does here. Ours said (among other items) that the ACS "supports the OES State Warning Center during an emergency." The critical part of the BCP continues in Bulletin 203. It is the "Analysis of All Feasible Alternatives". Of those that will be covered, we were shooting for alternative three (3). The overall result obtained funds that were used as follows: - $96,000 purchased Amateur Radio HF, VHF and UHF equipment and accessories that will be placed in seven physical locations of the ACS serving the Governor's Office of Emergency Services.
