EMC161 Harter CAP Meeting Notes 3/3 To: Emergency Communications Units - Information Bulletin To: Emergency Management Agencies via Internet and Radio By: Auxiliary Communications Service (ACS) of the California Governor's Office of Emergency Services EMC161 Harter CAP Meeting Notes 1/3 For release 12/7/98 Conclusion of Stan Harter notes following a CAP meeting: "[To] expedite and broaden training, it was suggested that every position be "double teamed" whenever possible. For every skilled position to be filled, for example, try to have a trainee accompany that person. "[CA] State OES pointed out that, whenever the CAP is supporting the Red Cross, there should be an Air Force or State OES Mission Number covering every authorized participant ; and no one should work without Disaster Service Worker coverage. The Red Cross is not eligible for the DSW program --- only State and local governments that have a disaster council can register DSW's. "Once the avenues of communications have been established with a county emergency services office and it is determined that the local CAP resources are welcome and may be called for, the county [needs the] know-how to request a mission authorization number. Alternatively, CAP members may register as Disaster Service Workers in their county and be called to active duty by the [other] county, not as a CAP mission but as another county unpaid staff member. This is recommended for anyone serious in serving their county government. The bottom line is that no volunteer must ever work without being authorized to do so and under a bona fide mission number. "The meeting closed with a spirited discussion between a pilot and the group commander. The pilot felt that the entire CAP Emergency Services effort should be limited only to flying airplanes. The commander disagreed, pointing out that the aerial support mission is generally well established; it is the ground mission that has declined from its once very strong capability. Discussion followed on how the Air Force, through an order to CAP in the Seventies, did irreparable damage to the CAP Emergency Services mission. The order required that all units do the same thing and that special SAR and Emergency Services activities had to cease. CAP lost thousands of professionals nationwide, never to return.
