EMC130 Changing of the Guard To: Emergency Communications Units - Information Bulletin To: Emergency Management Agencies via Internet and Radio By: Auxiliary Communications Service (ACS) of the California Governor's Office of Emergency Services EMC130 Changing of the Guard For release 4/6/98 Stanly E. Harter, State of California ACS/EAS Program Manager, passed away on April 2, 1998, from a massive heart attack. In the interim, the Governor's Office of Emergency Services (OES) has hired Chief ACS Officer Cary Mangum to handle Stan's responsibilities. Cary and Stan worked closely together for seven years. Because of their similar philosophies, and due to the increased workload of the Emergency Alert System (EAS), Stan transferred Auxiliary Communications Service (ACS) program responsibilities over to Cary several years ago. Besides assigning the ACS program to Cary, State OES has also requested him to keep EAS fully operational. Cary will maintain EAS records, documents, E-mail, and files for subsequent transfer to the new program manager, once that position is filled. That task involves detailed plans for 22 FCC Local Areas, Local Emergency Communications Committees, and the State Emergency Communications Committee. Cary will continue to rely on the ACS staff to assist him while the transition is made to a new ACS/EAS Program Manager, a process that may take several months to complete. While the staff may be changing, the missions of ACS and EAS continue to remain the same. Asked to comment for this bulletin, he said: "OES will assist any local California government in developing or improving an emergency communications plan. The ACS concept is an umbrella for a variety of volunteer communications organizations, and I consider it to have the greatest flexibility and potential. However, the ACS concept is not mandatory. Where there is another way to develop an approved plan with the local government and have a successful program, we will assist in whatever way possible. OES supports most existing plans that function effectively for the government and allow outside resources to be utilized. The Governor's Office of Emergency Services commends the efforts of the hundreds of volunteers statewide who have made their various emergency communications programs so very successful. We will continue to provide the EMCOMM Bulletins, the ACS Web page, and an active ACS program to offer assistance to those jurisdictions who request it. Strong and viable emergency communications support to government is our best legacy to Stan."
