Comm 2/2 For release 3/23/98 Continuation of City of Ontario HazMat report: Summary of Further Actions Activities by the Disaster Preparedness Division over the days course: - 3 meals to 200 each at the incident scene and shelter site - Several loads of ice, coolers, water, sodas delivered to personnel from various agencies. Donations from Burger King, Arrowhead Water and Smart and Final were accepted and thank-you letters sent. - Established shelter at Point C for 600 people with population at times ranging from 25-250. - Established communications between Command Post, EOC and shelter, keeping IC informed of all significant activities. All health and welfare traffic was passed via Amateur Radio leaving OFD TAC 1, OFD TAC2, FIRE COMMAND 1, FIRE COMMAND 2, AND FIRE DISPATCH clear for designated purposes. - Staffed second cellular phone at scene and coordinated with CHP, trucking company, insurance company representatives, OPD etc., for dissemination and sharing of information. - Deployed Command Post (Unit 850) which provided secure yet accessible environment for IC and Operations Chief to conduct briefings and manage the incident. - Provided video camera and RACES personnel to video tape incident - Provided radios and spare batteries for use by response personnel - Transported, set-up tent canopy for use by media (no other shade available) - Set up flag tower for constant monitoring of wind direction. - Opened EOC and handled public interface via telephone bank; staffed until 2330 hours - Coordinated care of pets at shelter site w/Pomona Valley Humane. - Provided PIO for shelter site (1841) approx.100 interviews. Cost Summary: Staff: 21 hours straight, 19 hours overtime Ontario RACES - 20 participants, 210 hours. Equipment/supplies Unit (costs details deleted.) Recommendations: 1. Resolve access to City facilities by installing Knox Boxes at key locations - Urgent! 2. Train department PIOs for future use of IBS network 3. Make department managers aware of Command Post and RACES capabilities including ATV (amateur television) system. The Unified Command Post was returned to quarters after the hazardous materials clean-up was completed and it was apparent that the eastbound lanes of 60 Freeway would be partially opened; this at 2300 hours. Two RACES personnel were left on-scene to provide the IC with contact to the EOC and shelter site. These two functions remained until 2330 hours, when all Disaster Preparedness Division activities related to the incident, other than clean-up and follow-up actions, were completed."
